Research On The Operation Mode Of Agency Construction Projects

As a reformation method to tackle the shortcomings of traditional project management mode for government projects, especially for those non-commercial ones, agency construction system has its own special advantages. Research on the agency construction system have reached some critical problems, and operation mode of agency construction projects is among them. The topic is try to build an efficient incentive and supervise mechanism that could be adoopted by government owner during the process of agnet construction project's actual control right handover. And discuss what kind of project management mode is more suitable.The dissertation study the following questions:First of all, it generalized the theory foundation of agency construction projects' opertaion mode. It studied the contractual relationships among the contractual organization of agency construction projects, and principal-agent theory is a common used means. Besides this anlysis tool, project governance theory is another useful means. It integration internal governance mechanism and external governance into a complete framework.Secondly, it analysis the operation mode of agency construction projects at the first level of principal-agent chains in the contractual organization of agency construction projects. The hypothesis of principal-agent theory doesn't adequate to the public property right of agency construction projects. It means that the efficency of incentive mechanism built on analysis of principal-agent relationship has limitation. A new paradigm, project governance theory, should be introduced into this problem. Established efficient incentive and supervise mechanism based on perspective of project governance theory can help the government owner to control the process of agency construction more successful.Thirdly, it discuss some project management modes could be adopted. There are two different mode in the practice, one is PMC, the other is PM. Which one is to be chosen depends on some important factors. PMC is the future of agency construction system, because it can help government owner to pay more attention to the supervison and administration on agencies, instead of taking part in the process of construction.Finaly, a case is been studied according to the concept framework. It analysis shortage of the case, and some advises have been given.
