Root Cause Analysis On The Proplems Of Agriculture Technological Innovation System In China

The purpose for this article is to find out root_cuases of agriculture technological innovation system in china, when in the new stage of agricultural development and rural economics development. And according to rootcuases to table a proposal for the proplems. This is just going to enhance the innovative ability and improve the function efficiency of innovation system.This study is under the leading of the basic theories with the agriculture science and technology innovation,have an extensive collections in the related literature data. This study carried on the research to three subsystems(namely: the agriculture science and technology management system, the agriculture research system and the agriculture technological extension and service system) of agriculture technological innovation system through the root cuases analysis.Then it analyze the problems with it's root_causes that influence agriculture technological innovation system in our country,and set up Root Cuase Analysis ( RCA) model.After quantitative disposing Root Cuase Analysis ( RCA) model and bringing the projects,we can simulate the projects and evaluate the result of simulative project.The study discoved that phenomenons existed in agriculture technological innovation system, such as" low function efficiency in system "," shortage of independent innovation and technology storage descend"," low rate of the production translation "," little of the important and comprehensive production " and" low quantity of the production ", etc.. There are 10 root-causes bringing on the phenomenon. Namely :(1) The agriculture science and technology management mechanism is not to the utmost reasonable; (2) The agriculture technological management system is not exhausted reasonable;(3)Research funds source is single;(4) The technique market and the agency organizations are not perfect; (5) Lack the support system of the laws, the policy; (6)The lack of innovative talented person; (7) The farmer is not a main participant and not a main innovative motive;(8) The transmit of...
