| This paper is supported by 2006-2007 main project of Jilin province government "Research on Traditional Agriculture Leaps and Bounds to Modern Agriculture", using economic theory and quantitative analysis as the basis, and the practice of agricultural technology innovation and institution innovation of Jilin Province as background, through constructing evaluation system of agriculture competetiveness,make main factors and cluster analysis of China's 25 Provinces to ensure the class and strength and weakness of JiLin Province.trying to discuss the mechanism which enhance the competitiveness of Jilin agriculture through technology innovation and institution innovation. According to agricultural competitiveness upgrading example of Jilin Province base on technology innovation and institution innovation, summed up the good methods of the development of Agricultural competitiveness in technology innovation and institution innovation.The main research and conclusions can be summarized as:1. Based on a general overview of China's agriculture competitiveness and the study of competitiveness of agriculture in Jilin Province, according to the principle of evaluation index system construction of the agricultural competitiveness, learning from the the core reasonable methods of existing system of indicators, we construct evaluation index system to identify the agricultural competitiveness of Chinese 25 provinces, make certain the level of agriculture competitiveness of Jilin Province .2. There are practice information and data about agriculture competitiveness in this paper, employing them and the cluster analysis methods, we make a systematic analysis and diagnosis to define the agricultural competitiveness development status of the Jilin province, and compare the gap of Jilin Province and other provinces to find the deficiencies of the development of JiLin's agricultural competitiveness, so as to provide basement for next step research.3. The paper in virtue of the investigation questionnaire to agricultural experts, emploies grey relational analysis to calculate relativities of technological innovation and institution innovation with the competitiveness of agriculture in Jilin province for determining strong or weak impact on competitiveness of the agriculture in Jilin province on different level of the technical innovation and institution innovation, thereby, further tap their internal relativities, finally find the key points for upgrading agriculture competitiveness of Jilin province.4. Discussing the main role played by construction of Jilin's informatization in practices of agricultural technology innovation, from the perspective of government management, innovatively applicate DEMATEL methods on government website evaluation, identifying main effective elements in it, so as to raise the level of informatization and optimize government management of agricultural production. Thereby, put forward specific measures which make agricultural technology innovation improve agriculture competitiveness in .Jilin Province.5. The paper cuts in from individual and organization lays, through representative counties evidences which enhance agricultural competitiveness, to discusses the institution innovation how to push the development of aguiculture competitiveness, such as new rural construction, agricultural industrialization, farm machinery cooperatives as the representative of professional and financial cooperatives and other cooperative in Jilin Province6. Through the empirical research of decentralization of administrative authority of Jilin province, to show the impottance of institution innovation on the lay of government to the entire region's economy development, especially in reducing the operating costs of agriculture, the development of county economy and comprehensively enhance the competitiveness of agriculture in Jilin Province.
