Study On Development Strategy Of High-tech Incubator Industrializing In Wuhan

High-tech business incubator is the services organization to cultivate and nurture high-tech small and medium-sized enterprises. The first business incubator emerged in America in the 1950s. Practice in over 20 years both domestic and abroad has proved that high-tech business incubators have played an important role in promoting industry development of high technology, incubating and nurturing small and medium-sized enterprises of science and technology, stimulating technological transformation, restructuring structure of industry, cultivating new economic growth points, improving national innovation service system, and flourishing economy at the same time. In June, 1987, the East Lake entrepreneur's service center, the first business incubator in China, emerged in Wuhan. Since then, high-tech business incubators have developed rapidly throughout the country. In July, 2002, approved by the Chinese Ministry of Science and Technology, Wuhan was assigned as the building pilot city of the nation's high-tech business incubators development. Till 2003, the total number of business incubators in Wuhan has reached to 33, and incubation space was 550,000 square meters in all. Moreover, there were 1,000 enterprises on hatching, and the incubation funds summed up to 200 million yuan. In the same year, Wuhan municipal government announced that the building pilot work formally started to focus on industrialization of business incubators, which symbolized business incubators development in Wuhan running towards industrialization. Both domestic and foreign scholars are of the view that business incubators should develop towards incorporation, marketization and industrialization, but they did not have an agreement on specific ways of development. Theoretical researches and development strategy studies on business incubators industrialization are far from enough. The urgent problem to Wuhan, the pilot city assigned by the Chinese Ministry of Science and Technology, is how to develop business incubator industry. Therefore, the author selected the subject: study on development strategy of high-tech business incubator industrializing in Wuhan. The research subject has great significance both in theory and practice. The article defines the industrialization of business incubators and its features, analyzes operating models of the industrialization and the operating mechanism of business incubators, studies governance models, and establishes the industrialization system of business incubators.
