Driving Force Research Of High-Tech Zone Technology Business Incubator Development

As the two important components of China Torch Plan, high-tech zone and technology business incubator have a close relationship between each other. After two decades’ development, high-tech zone in China has accomplished the target of "element space gathering" and "strengthen of leading industry" period, which is facing the "second pioneering" of "innovation ecosystem evolution" stage. Meanwhile, China technology incubator is moving towards diversification, market, efficiency, specialization, capitalization and internationalization. Why it presents these development characteristics? Through the present analysis of China high-tech zone, technology business incubator and high-tech business, it shows that the development feature of incubator is caused by the driving force.By using System Dynamics, this paper builds the driving force model of high-tech business incubator, which analyses the existence of "upper limit of hard development" on incubator. Once the development reaches the "limit", incubator has to be assisted by some "soft development" to promote the development, which including incubation management innovation and incubation mode innovation.This paper also builds the evaluation index system, researching the Xi’an high-tech zone by Fuzzy Comprehensive Evaluation. Through the driving force evaluation of six national technology business incubator developments, it proves the development of incubator must be a balanced development of each index. It should refrain from the cost of sacrificing one index for another. The development will be sustainable only in the condition of good performance for every index.Base on the above theoretic analysis and empirical research, this article proposed the development way of high-tech business incubator in the vision of driving force development.
