The Study On Self-innovation Of Chinese Petroleum Processing Industry

The petroleum processing industry is an important pillar industry in China, and its development plays an essential role in resolving the energy insufficiency and enhancing the industrial innovation capability. There are two problems in the petroleum processing industry in urgent need of resolving. Firstly, the processing of petroleum is a high energy consumed and polluted industry. Secondly, the petroleum processing industry is a low technology denseness industry so that it is urgent to enhance its innovation capability.This paper conducts the research on the self-innovation of the petroleum processing industry in the following four aspects:Firstly, this paper builds a model of economic growth and self-innovation of petroleum processing industry in order to measure the quantitative relation between the total output value of petroleum processing industry, the fixed capital, the technical inputs, scientific inputs, the number of scientist and engineers. Regarding the reality of Dalian, this paper also forecasts the 2010 goals of petroleum processing industry in Dalian.Secondly, this paper builds an innovation capability measure index on the petroleum processing industry, which is consisted of the number of scientists and engineers, the amount of technical collected funds, the number of patent claimed, and the sale income of new product. The weight is decided by the principal component analysis. From the measurement, we find the innovation's space characteristic of the petroleum processing industry in China is alike that of economic activities. More than 70% of the outputs and the innovation capability is occupied by Liaoning, Guangdong, Shandong, Shanghai and Beijing.Thirdly, at present, the utilization ratio of technical resources is low, because of the science and technology foundation is weak, the division of vertical, the resource is dispersible or unused, the reconstruction and the serious waste phenomenon. The integration of resources is the key in the scientific and technical development of the petroleum processing industry. Therefore, the innovation foundation platform should be built to integrate and highly shared resources. On this foundation, an information system through self-innovation will be established to conduct the entire innovation process, support the parallel innovation project and dynamic scientific research alliance organization based on the PDM, in order to achieve the free and regular market, linklization, fine profit, scale, information, green and internationalization of the innovation.
