The analyzing from the theory of endogenous growth refers that public expenditure has the strong character of productivity, which could stimulus the economic growth. China has being witnessed a heavy progress in economic recently, and the direct investment from foreign merchants is of the steady and prudent. This kind of progress being kept constantly should be researched seriously. Accordingly, the writer study the mutual relationship between the regional public expenditure and investment environment though the theoretic and empirical method.It depicts the every factor in the index system of the investment environment firstly, and makes the concrete evaluation for the every parts of public expenditure, which was classified according to the purpose of public expenditure and the index system of investment environment evaluation. The writer make the empirical analyzing for the relationship between public expenditure and foreign merchant through panel data in the chapter four, in what result in vice relationship between basic construction fee, agriculture expenditure, three fees for technology and the foreign direct investment, which is in the regional government's public expenditure, while the administration management, agriculture expenditure and three fees for technology has positive relation with foreign direct investment. Given that the process for our marketing development exist many malpractice, the two relationships above under the reasonable analyzing, mixed the certain time. Meanwhile, it still remains some problems in our public expenditure, which did not reach the multi-arrangement and, the structure should be adjusted, so as to achieve the constant development and the cohesive social progress.
