Research On Performance Evaluation Of Resource-Conservation Society Construction

With the fast development of our country's economy, resources need increases rapidly, which further intensifies with the contradiction of insufficient domestic resources. So, we should solve the contradiction of the insufficient resources diligently, in order to make the sustainable development to be true, now, it has become our country's extremely urgent duty. Obviously, it has already been raised to the political aspect for constructing resource-conservation society, which is one of the most significant basic national policies in China at present. Therefore, we need to urgently research the resource-conservation society from theory and practice respectively.Tracing the research on resource-conservation society, we could relate it to the sustainable development and the circulation economy, they are the research which are based on the different goals, but there is a common root, which is pursuing society and economy to be developed healthily,continuously and effectively, therefore, we could research the resource-conservation society from the theory of sustainable development and circulation economy,which are quite mature. Because the resource-conservation society is proposed very late, now, the academic circles mainly concentrate the research of resource-conservation society on the theoretical research, but, the practical research is very few, the research of this paper is from this way. Here, we should explain that the conception of the resource-conservation society is very widespread, including natural resources, economical resources, social resources and so on, but, the resources in this paper are restricted to natural resources, which we usually refer to.Research on performance evaluation of resource-conservation society construction is evaluation research, whose basic contents are evaluation indices system and its corresponding evaluation model and method. According to this logic, at first, we establish two different evaluation indices system from the very principles, whose names are evaluation indices system of relative resource conservation and resources investment and society delivers, then, we choose two evaluation models accordingly, whose names are Principal Component Analysis and Data Envelope Analysis, at last, we analyze the evaluation results scientifically and evaluate them synthetically, in order to get a plan for the performance evaluation of resource-conservation society construction.The theory is served for the practice, thus, the paper makes a practical analysis based on the research, which is the performance evaluation of resource-conservation society construction for our country's various regions.
