Since the reform and opening-up policy, along with our country economy, the development of the technical system and the innovation of the system of ownership economy ,the private scientific and technological (S&T) enterprise which relied on its nimble management system and the vigorous technological innovation vigor has gotten a fast development for a period of time. At present, it already becomes the important constituent of market economy of our country and the important advanced source for technology improvement.At the beginning of the private S&T enterprise establishment, the most important characteristic of its management mechanism may be summarized as"two no","four self","four rights". The meaning of"two no"is the enterprise does not use the assignment from the state or want the state investment."Four self"is refers to the voluntary union, operates independently, the self-provided fund, assumes responsibility for own profits and losses. The meaning of"four rights"is the independent decision-making right in the major issue, the independent right of management along with the market shift, the human hire governance according to the qualification, as well as the distribution right according to the contribution size. Obviously, this is a set of effective system that can fairly resolve the problem of"the responsibility"and"drive". At that time, this mechanism not only strengthened the enterprise's responsibility consciousness, but also stimulated the enterprise's enthusiasm to carry out the technological innovation. At the early days, the mechanism plays a positive role in the development of private S&T enterprise.
