According to the relationship between the growth rate of GDP and the need of investment, we analyze the condition of capital in the industry of exploration and find that there's a huge gap of capital in this industry. We build up a model of degree of external dependence and foretell that the position of mine will be very serious if we don't make up the gap of capital in exploration. After analyzing the condition of financing in domestic mining, we put forward that fetching in foreign capital is a practical way to make up the gap of capital in exploration before an excellent system of financing is set up.By the means of contrast, study is carried through both in and abroad. in the field of domestic contrast, we contrast the sum of foreign capital and corporations in exploration and some other industries and find the foreign capital in our exploration appears late, occupies a small proportion and can't meet the actual need at all. Then we analyze the reason. By setting up a model of game theory, we analyze more and put forward that the main factors affecting the foreign capital in exploration is resources of mine, the system of taxation, the investing policy and system of law.In the portion of international contrast, many deficiencies are found out in Chinese taxation system, policy of investment and system of law through the contrast with other countries of mining. The deficiencies include the lack of transparent system of geologic information; the distemperedness of financing in mining; the law on authorities of mining doesn't match the practice and the inconsequence of taxation system.Aiming at the deficiencies of investment environment in mining, we put forward some suggestions about the reformation of the investment environment in Chinese mining.
