Mobile communication is one of the greatest inventions of the communication history. With the evolvement towards the intelligent network, the calculation and communication will be realized among the man, the matter and even the whole globe in a three-dimensional way. The application of the mobile communication technology begins in the 1970s, and experiences the development of the first generation (1G), the second generation (2G) and finally the third generation (3G) in a short period. From the current situation of the China, there is still a long way for 3G to go. Success or not depends on the outcome of the market-oriented, innovation-driven strategy and the improvement of new industry chain which will directly lead to performance of the final business increment. The mobile communication manufacturing industry lies in the upriver of the value chain of the industry and serves as the foundation of the mobile communication industry.Focus on the technology innovation of the mobile communication manufacturing industry, and based on the research of its development regulation, this paper starts form the analysis of the current situation of the domestic mobile communication industry by using the theory of technology innovation, industrial innovation and industrial clusters. Then, the technology innovation of the whole industry is studied with a particular attention paid on the 3G patent, the establishment of the local standard called TD-SCDMA and the process of industrialization.Later, the method called DEA is employed to learn the relative validity of the technology innovation efficiency of China mobile communication industry. Finally, some suggestions on how to improve the technology innovation efficiency of China mobile communication industry such as strengthening and improving the integrated innovation to promote independent innovation and some policies on the development of the industry are given.The creative points of the paper may lie in the exploring of the DEA model. Based on this research, we managed to learn the relative validity of the efficiency of the technology innovation of the sub-industry. From the outcome of the model, the weakness and strength of them are clarified which makes the future guidance more feasible and pertinent.
