Research On Evaluation Of The Industrial Technology Innovation Strategic Alliance Innovation Ability

With the speeding-up of economic globalization, technological innovation gradually becomes the key to enhance the international competitiveness. China depends on foreign technology innovation in more than60%.In order to promote the ability of industry technology innovation and strengthen national independent innovation, China issued "about promoting guiding significance of industrial technology innovation strategic alliance building", which was regarded as the national innovation system construction schedule. It is not only to enhance the innovation ability of industrial technology, but also learnt from international successful experience.In this paper, on the basis of the study of the scholars both at home and abroad, and the outstanding problems in the industry technology innovation strategic alliance:the lack of evaluation on innovation ability for alliance; ignorance the comprehensive synergy between the technical and non-technical elements. The article regards industry technology innovation strategic alliance with innovation ability as the research object, starting from the system point of view, according to the basic theory of synergy, technology innovation and innovation system, combined with the characteristics of innovation alliance to build the framework of industry technology innovation strategic alliance to form the main ideas of this article:the nature of the Industry technology innovation strategic alliance is cooperative innovation alliance; the ability of the Industry technology innovation strategic alliance is the elements (subsystems) formed through synergy.The paper mainly divided into two aspects to research the Industry technology innovation strategic alliance. The first is analyze the synergy mechanism and synergy process of the Industry technology innovation strategic alliance, and to build evaluation index system of alliance innovation ability. The second is to evaluate the industry technological innovation strategic alliance innovation ability and the method based on the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, and based on the theory of synergy innovation and compound system to construct the degree of synergy model of the Industry technology innovation strategic alliance system to measure the degree of synergy of alliance innovation system, and to explore the key factors or subsystem in alliance innovation ability. Finally, an application case is given to illustrate the index system and evaluation method through The industry technology innovation strategic alliance, and analyze the synergy degree of the alliance.
