China's government-enterprise relation (GER) reform along with "reform and open policy" has started basically synchronously, and until now, has passed through difficult course of over 20 years. At present, China's economical development enters a new stage, moreover, it is also a watershed for China's GER reform. In this stage, some new or old problems are exposed, which makes the GER reform carried on for many years fall into a dilemma once again. Which in-depth factors are interrupting the reform's advancement to deep-water district on earth? How can these restriction factors be melted and eliminated, so as to clean out barriers for the reform's continuation and advancement? This thesis will analyze these questions one by one, thus provide a new angle of view for China's GER reform.The thesis is divided into five parts altogether. The first part interprets and describes concepts such as government, enterprise, GER and so on, discusses present research situation of China's GER reform briefly, and comments on different viewpoints about it. The second part reviews the basic process of China's GER reform first, gives full affirmation to the achievements obtained, then elaborates the inevitability of deepening GER reform further, and finally proposes that property-right reform is the basic direction of reform's further advancement. The third part elaborates the main problems confronting China's GER reform with emphasis, including content of four aspects which are excessive microcosmic intervening from the government, the heavy society burden on enterprises, the imbalance benefit pattern of all reform-participators and the serious drain of state asset. The fourth part thoroughly analyzes in-depth restriction factors of China's GER reform, thinking that the tradition and custom of nationalism, the lag of property-right reform, the shortage of the manufacture-element market, incomplete market legal system, undound social security system as well as the lack of intermediary organizations are the potential causes of all problems concerning China's GER reform. They not only hinder the further advancement of China's GER reform directly or indirectly, but also constitute the bottleneck for the deepening of entire socialist market-economy system construction. The fifth part analyzes and brings forward countermeasures for the further deepening of China's GER reform separately from these aspects such as transforming government functions, advancing property-right reform, constructing manufacture-element market, perfecting socialist legal system, consummating social security system as well as developing intermediary organizations.
