Applied Research On Jiangxi Post's "Three Services&Property" Socialization Reform

At present,China's reform and opening up has gradually entered a critical period,with complex environment,many contradictions,and a large number of problems.As an important force of China 's social and economic development,state-owned enterprises will become the core content of deepening reform,and will also become a central issue in the process of social and economic development in the new era.This study will take the separation and transfer process of "three supplies and one industry" of Jiangxi post as the main research object,improve the theoretical guidance and management measures of the government facing the future reform of state-owned enterprises,first sort out the theoretical research and practical experience at home and abroad,on this basis,combined with the practical exploration of "three supplies and one industry",and through the analysis of the actual situation of Jiangxi post,explore its social functions in the separation The main methods,stage effects and existing problems are analyzed,the root causes of these problems are analyzed,and scientific and effective improvement measures are put forward,which can provide good reference for our state-owned enterprises to divest social functions.First of all,this paper uses the literature research method to search and collect the related literature and works related to state-owned enterprises,three supplies and one industry,as well as the separation of social functions,etc.,and to consult the relevant archives.Secondly,the introduction of the survey method,to the relevant groups,people,etc.to send questionnaires,through questionnaire analysis to understand their views and opinions on the state-owned enterprises divestiture of social functions.Taking Jiangxi post as a case study,this paper investigates the actual situation and existing problems of its socialization reform from the aspects of service charge,property service,municipal service and transfer of gas business,and finds that the restricting factors of Jiangxi Post's socialization reform are mainly concentrated in three aspects: first,personnel placement is facing great difficulties;second,special The degree of industrialization is relatively low,resulting in low efficiency of reform;third,the lack of a perfect market operation mechanism.In view of the above problems,starting from the level of marketization and socialization theory of public services,this paper makes a comprehensive and in-depth exploration of the current environment and existing contradictions and conflicts,and puts forward five suggestions: first,to actively change the government's functions guided by the actual needs of enterprise development;second,to take different measures according to the different business development situations in different regions In order to meet the modern needs of the sustainable development of the enterprise,we should promote the business reform by means of the following ways: Third,provide more comprehensive resettlement services for the personnel through various measures;fourth,implement the separation of supply and management to promote the market-oriented reform of public services;fifth,fully implement the corporate transformation.Through the research on the socialization reform of Jiangxi Post's three supplies and one industry,it can provide reference for the deepening reform of state-owned enterprises in China,which has practical and historical significance.
