Study Of The Government Functions In Property Management

The responsibilities and functions of government is the heat studying topic of Public Administration. Under the fast development of Property Management, if we want to analyze government functions , we should study that what government could do to improve its functions in Property Management and stimulate the development of functions of government, in order to promote the development of Property Management. At present, the development practice of Property Management is preceding the theoretic study much, among the government and market, enterprise, and society, Property Management boundary is complex. The study of government functions accords with the developing trend of governance system. To confirm and perform its functions is a direction to solve the problems in Property Management, so the study of it has much significance and importance.The paper analyzes deeply on the Public Governance Theory, Public Goods Theory, summarize the problems of Property Management that caused by lack of government's functions, reach a conclusion of its functions in this field. From the view of Public Governance Theory, the government should be the guilder to the system of management, guild the behavior of property service companies, the owners; from the view of Public Goods Theory, because of property is Quasi-public goods, the government should be the supporter to help the property service companies. The paper is divided into four parts:The first part defines the definition of property management, its characteristic, the relation of it and community management, the difference between it and traditional housing management as well as relevant theories. Thus the theory foundation of this paper is laid. The second part analyzes the problems of our property management. These problems are not only property service companies but also the owners. But from the view of public administration, the major reason is: the government doesn't formulate and implement the legal system about the property management well; the government limit the competition of property service companies; the government lack the supervision of property management; the government plays poor in making the public have a correct concept about property management and in cultivating the property management association; the government lack coordination with the institutions who supply water and gas to the public.The third part is the main part of this paper. The functions of government in the economy development are clear, but in the property management the government's functions should not follow the general economic framework. Because property management industry is a special industry, it provides quasi-public goods. Because of this, the government must confirm its function boundary , take the appropriate system and management methods in order to provide the community with competent service. Based on the analysis of government functions in property management, the government should do as following: firstly, improve the legal system of property management; secondly, enhance the implement of law and regulations of property management, raise the systematization of administrative organs of property management, set up arbitration institution about property management, regulate the behavior of public institutions which supply water and gas; thirdly, the government should be the supporter to guild the system of management which is composed by the government ,the property service companies and the public, build the harmonious residential zone; fourth, the government should support the development of property management industry, should cultivate high-quality professionals; fifth, the government should make the public have a correct notion on property management; sixth, the government should improve the construction of committee of owners, should foster public awareness of owners, should play a role in protection, support and supervision.The fourth part concludes the whole text. Property management industry is critical to basic livelihood. It plays an important role in the process of city management, community building and upgrade the standard of resident living. Clearly define the government functions is essential to the well development of property management industry and to build the harmonious society.
