As most of the state-owned construction corporations in our country carry out project-construction in the work, the efficient incentives and restrictions to the project manager is very important. However, few construction corporation has set up a good and efficient performance evaluation system for project managers, and to get a ideal effort of incentives and restrictions is even more like a idle talk. Therefore, the improvement on the current performance evaluation system for project managers is significant. Based on the current studies, in this paper I design the general performance evaluation system for project managers of construction corporations by referring to the performance evaluation system for professional managers of several kinds of occupation and by connecting with the situation and hallmark of the state-owned construction corporation in our country.First, I design a performance evaluation index system for the general effort of the project; next, I set up a performance evaluation index system for the project managers in human capital management, adding the manager's effort of team management and stakehold-partnership management to the content of performance evaluation innovatively; and then, I set up a performance evaluation index system for project manager in financing management, in which firstly add the performance evaluation of financing obligation executing for performance manager, and take a qualitative and quantitative analysis and argument by making use of the game-theory-analysis way and the principal-agent model. Finally, I get the general performance evaluation system for project managers by tabulating the three sub-system above, and at the same time simply describe the way of evaluation of tabulation.
