There are three special natures in real estate industry: the first one is the territorial of real estate market; the second is the financial dependence of real estate; third, is social security of housing. These three vital natures decide the distinguished role of real estate in the development of National Economy. Thus, it is necessary for relevant national apartment to take certain measures to manage the development of real estate. Firstly, nation should intervene into the development of real estate industry to maintain the stabilization of macro-economy. Because, although financial system had been deeply concerned with economy activities of real estate, and modern financial system is exoteric and comprehensive, under the serious condition with poor financial defensive ability, real estate risks will inevitably affect financial system, and disturb the normal operation of macro-economy with the transmission of financial system. Secondly, with the draggled work of housing security at present in China, it is responsible for government to provide essential housing security.The particularities of real estate also decide that government should adopt special methods to manage real estate industry. Microcosmic management method is needed to satisfy the requirement of the financial dependence of real estate; management function of local government can be used for territorial of real estate; government intervenes into the construction of housing to achieve the social security of housing. However, the management work of government to real estate is facing with some conflicts between macro-harmonization and micro-management, between the management of center government and local government, between social security and commercial of housing.To solve the three conflicts, four principles should be complied with: firstly, according to concrete nature of related problems to confirm the methods, entities and responsibilities of management in real estate; secondly, according to the influences to economic relation to confirm the methods, entities; thirdly, estimate and compare the trade expenditure of each method to adjust and management real estate, and adopt the management method or combination with relative lower trade expenditure; lastly, make overall plans and take all factors into consideration, and harmonize them completely.
