Engineering projects are social activities, which integrate with economy, technology, management, and organization. There are uncertainties in each respect of engineering projects. Furthermore, construction enterprises in China have little sense of risk. Therefore, it needs to strengthen risk management urgently. Risk management can further the feasibility studies, overcome the one-sidedness, and benefit to the science decision at the earlier stage of a project. At project implementation stage, it also can reduce the uncertainty, create a steady, orderly working environment, and thus prevent redoing the same work and control the construction price.In the modern project management, risk management has already become the hot issue of domestic and international academia and project circle. This paper focuses on engineering projects of construction companies. Because the cycle of risk management can reflect the course and dynamics of risk management of the project, to make risk analysis and evaluation more scientific and reasonable, this paper put forward a course -oriented dynamic overall risk management system of engineering project. The main content includes:(1) Combining project reality, the paper systematically explained the goal of risk management system. It concludes the goal before loss and the goal after the loss, which makes directions for risk management activities;(2) To be sure that the function of risk management system can be done, an organization has been set. It contains board of trustees, board of project management, information centre, risk manager, risk analyzer and risk people who manage the risk. They do their job separately to achieve the goal of risk management system;(3) This paper starts at the current culture in the company, and discusses how to establish risk management culture carefully;(4) The procedure of risk management system has been explained from risk identification, risk analysis, risk assessment, risk response and risk review, these five aspects. Fuzzy function risk evaluation method and fuzzy systematic assessment have been discussed to solve the fuzz character of engineering projects;(5) One project has been cited to show how to make the risk management system into practical use.
