Research On Green Building Policy In China

When Sustainable Development become the globalization Strategy for the coordinated development of human and natural, green building have become an inevitable trend for the construction industry, but green building have many problems, for example external and higher initial construction costs, and so on., which bring many difficulties for promoting the green building. Therefore, this paper makes research on policy for green building, and makes thyroidal and practical exploration for green building.This dissertation applies the framework of Institute Analysis and Public Policy to study how to promote the development of green building. At first, this dissertation expatiate on survey of green building, and then this dissertation make research on the goods attribute of green building, through studying, we discover that green building have the feature of public goods and private goods, and green building have external feature, which demand that government must take part in promoting green building. At last, this dissertation analyze the person attribute, and find reasonable policy arranging, so that it can meet people's minds impulse to promote green building development. This dissertation makes analysis on current situation of green building policy, and point out that there exist problem in the system of green building policy. The author apply the framework of institute analysis and public policy to analyze the problem, and find that there exist the problem of inadequate instituted space for government in promoting green building. To change this situation requires a change in the concept of a single level, linear thinking, the government should encourage the non-governmental sector to spread the information and concepts on green building in the pubic, and allow and encourage private voluntary organizations have taken voluntary activities in promoting green building .therefore, this dissertation provide convenience and condition on found more system space for multi-center decision-making in different levels , different circumstances and different scale, on solving problem in the larger space and more direction. In light of these problems, this dissertation proposes a number of policy recommendations to promote the development of green building.
