| Seed Industrialization refers to integrate the research and development, production , processing , sale , technological service of the seed, which includes two meanings: logistics and organization. Its final purpose is to maximize industry interests and carry on comprehensive activities.Jiuquan has become the national important crops seed production base because of its sufficient mere hot resources, heavy day and night difference in temperature, unique agricultural irrigation system and special area , shaped by natural segregation of alternative Desert of Gobi and oasis. Seed blocs at home and abroad rush into Jiuquan and promote its Seed Industrialization. Main production of crops have changed original atavism into the pattern of breeding, reproduction, processing and sale. Nowadays, Seed Industrialization plays a significant supporting role in Jiuquan rural economic development well-to-do society construction.However, current organization mode can't combine enterprise with farmer, making them become real economic community of "benefits-sharing, shared risks ". In the face of market risk and natural calamity, farmer and enterprise shift the risk each other, which causes the appeal for help from large quantities of masses and some enterprise's bankruptcy. What's more, it has great influence on sustainable development of seed industrialization and rural stability of society. Therefore, Jiuquan must take the following road to develop its seed industry. The specific methods are as follows: Firstly, based on knowing about its own development and market condition in seed industry, learn from some developed countries, such as their seed industrialization characteristic. Secondly, establish good market order develop insurance system of seeds. Thirdly, avoid the worries of enterprise, protect farmers' economic benefits. Finally, put forth effort to develop the rural cooperative economic organization, make farmer and enterprise combine into a real economic community.This thesis starts with the current situation of Jiuquan seed industry analyzing the advantage and existing problem of industrialization. Meanwhile, several aspects have been discussed, including market orientation of seed industrialized development, future guidelines, strategic objective and countermeasure. The main conclusion is as follows: 1. Pattern of seed industrialization has already shaped and developed swiftly and violently.At present, registered capital is 175 million yuan, total assets are up to 160 million yuan. The registered capital is in 10 of enterprise at above 5 million yuan , 30 at more than 1 million yuan. There is one listed company. The seed industry of Dunhuang is one of good examples. Leading enterprises take the lead, the base of seed industry and production scale are expanding constantly, processing ability is being improved. It shows considerable economic benefits, for instance, to 2003, the production area of various crop seeds is up to 20,700 hm~2 in Jiuquan. Seed production gross output value is up to 870 million , account for agricultural 25.43% of gross output value. The annual profits tax of manufacturing enterprise of seed are 31 million yuan, earning foreign exchange 25,120,000 dollars.2. The development of seed industrialization has unique resource advantage.In Jiuquan, the advantages are: abundant only hot resources, benign irritation condition, drought and less rain, heavy day and night difference in temperature, lightly endangering of plant diseases and insect pests, alternate desert , oasis and Gobi with good natural segregation conditions . In terms of seed, it is pure, big and energetic with low water content and strong life strength. It has good glossiness, high germination percentage ( tendency ). good quality, high output and low costs. The area is viewed as generally acknowledged high-quality crops seed production area by various seed industry blocs. Its talent resources and leading enterprise also have obvious social advantages.3. Insufficient research and development of variety, less breed with independent intellectual property right, lacking ability to resist risk.The proportion of hybrid maize is accounting for 47.73% of the whole area while the breed with independen intellectual property right only accounts for 19.40%. Besides, atavism takes the lead, lacking market competitiveness and aftereffect along with poor ability of resisting risk and apparent fluctuation.4. Develop maize reserving seed steadily, promote the production and research on high-efficient melon and vegetable, flower, cotton and high-quality herb seed vigorously.When the benefit of maize reserved seed is relatively low, average income 15,000 yuan/ hm~2,the income of eggplants', fruits' and melon' original cross-bred generation is 45,000 to 90,000 yuan/ hm~2.The figure is 3 to 6 times higher than that of maize. During maize reserved seeds, we should pay attention to producing all kinds of specific and special maize variety, such as glutinous maize, bamboo shoot maize, high oil maize , high starch maize and high protein maize.5. Reform the operation system of seed industrialization, establish rural cooperative economic organizationThese industry modes, " company + committee in the village + farmer ", " company + farmer", "mixed type", have been out of date. The other way round, a new system, " seed company + rural cooperative economic organization +farmer for reserved seed ", is being popularized. In this mode, seed company take the research and development of seed as headsping, insurance and law for guarantee and support, seed processing and packaging and brand selling for means. In short, the three key elements in the new system are combined organically, benefits-sharing, risk quintal. |
