Research On Organization Form And Development Strategy Of The Seed Industrialization In Hubei

Seed industrialization is a new form of productive organization and management that has been gradually searched and found out in the course of production since 1990s.It is the inevitable product of the development of our country's rural commercial economy and market-oriented economy. It is another great innovation of organization and management system of seed production. Industrialization is an important way to realize agricultural modernization and "the second leap", and it is also the necessity for agricultural economy to change from extensive farming into intensive farming. Seed industry must be promoted through the innovation of seed organization in the face of all kind of deep-rooted contradictions accumulated in the development of seed industry since the introduction of reform and opening-up in China, and the new situation with China's entry into the WTO, It has been proved that seed industrialization is an effective way to speed up agricultural development and bring about agricultural modernization, This paper, according to the theory of the seed industrialization. And by using the experience of the foreign developed countries for reference, analyzed the present situation and the problems of seed industrialization operation in Hubei, and advanced the development strategies and measures for the reference of the development of the seed industrialization in Hubei.In the first part of this paper, the writer summarized the connotation and basic theory and explained the significance and necessity of the seed industrialization .In the second part, summarized the basic features, the organization mode and the operating system of the seed industrialization .The third part of the part was to summarize the present situation and the experience and its enlightenment of the foreign developed countries, to the development of Chinese seed industrialization .The forth part of it was designed to analyze the risks in the operation and the relevant countermeasures. The fifty part of it was the analysis of the present situation and the features of seed industrialization in Hubei, and it also analyzed the organization modes and the problems in the development of industrialization in Hubei. In the sixth part, set forth the aims, requirements, and strategies for the seed industrialization in Hubei.In conclusion, this paper advanced the following policies and measures to promote he management of the seed industrialization, firstly, to reform the state-operated seed enterprises, to keep government, administration and enterprises separated from each other. Secondly, to strengthen the combination among the scientific research institution, the production department and the management department, to form the industrialization groups based on science and technology, to promote the integration of cultivation, reproduction, and sales. Thirdly, to build the stable specialized seed production base. Fourthly, to build and amplify the efficient information network and to increase the accuracy of the market forecasting; Lastly, to enhance the system supported by government and its policies, to strengthen the power of the macroscopic regulation and control, to pursue the legalization of the management of the improved varieties. and to build an orderly environment for the seed market.
