In recent years, the scientific management theory was applied in the field of administrative management gradually in our country, and improved administrative ability actively.Under the guidance of the State Council, the People's Bank of China performed an important function in formulating and implementing monetary policy, safeguarding financial stability, and providing financial service. As the agency of Central Bank, the function and status of PBC Jinan Branch was more and more outstanding. With the constant enhancement of the responsibility for macroeconomic management, at present, it becomes an important subject in the People's Bank system on how to improve decision ability and fulfill the responsibility of Central Bank better. It is necessary and feasibility for executing the Three Systems about decision objective, implementing responsibility, supervision and assessment, designing scientific working operating mechanism, improving the administrative ability of the PBC Jinan Branch.Based on the analysis of the present management situation of the PBC Jinan Branch, the thesis studies the foundation and executing of the Three System by the management and administration principles and the comparative and practical methods. So the thesis provide a well reference to the PBC Jinan Branch for fulfilling the function of Central Bank, and improving the ability of internal management, decision, execution and supervision. For the other branches of PBC, the thesis is helpful too.
