The Problems Faced By The People's Bank In The Credit System And Countermeasures

The credit investigating system is a major component of the social credit system, as well as a cornerstone of modern financial system. Whether there is a sound credit investigating system, it has become a important sign of mature market economy. But, with the deepening of our country's market economy system reforming, the problems about lack of credit and deterioration of credit environment become more serious, and how to establish our country's credit information system has become broadly concerned. But our country's credit investigating system construction is still in preliminary stage, and the related theories are just at the start, so that there has no dominant academic point of view for how to establish our country's credit investigating system. This article synthesizes the past conceptions and theories of credit investigating, takes the PBC's credit investigating system construction as major research object, adopts positive analysis and comparative research to describe the present status and main existing problems of the PBC's credit investigating system construction. Through comparing with overseas development of credit information industry, using their advanced experiences as reference and considering the present status of our country's economic development, this article tries to discuss the optimal mode of the future credit investigation industry development and put forward some suggestions for the PBC's credit investigating system construction from five respective aspects as legislation system, information quality, service level, talent training and environment construction etc. I hope this article could help financial workers deepen their understanding for significance of credit information system construction, and supply references to some related departments' work.
