The policy is a breakthrough of the guiding ideology that Chinese state-owned enterprise reforms, and the policy changes the traditional idea that people pay attention to state-owned enterprise quantity in spite of quality at the past time. People's idea to try their best to invigorate all state-owned enterprise at the past time. Changes into adjusting state-owned economy distribution at the strategy, letting state-owned economy to advance or retreat and improving state-owned economy domination. The significance of State-owned asset retreat's means that we must establish the marketable state economy retreating mechanism. The dissertation pays attention to state-owned asset retreat. The retreat is not pure retreat but better advance.The aim of this dissertation is how to ensure sequential and efficient retreat of the state-owned asset, so as to improve the economic potentiality of nation and efficiency of national economy, improving society harmonious development.This dissertation demonstrates the data through theory. First, it analyses the status of the state-owned asset, and points out the significance and importance of the exit of the state-owned asset; second, it elaborates the barrier of the state-owned asset retreat and how to overcome these barriers, by taking the middle and small state-owned asset retreat for example, it also gives the suggestions. Third, in order to ensure the retreat smoothly and to avoid loss of the state-owned asset, this dissertation presents the supervising and managing countermeasure by the system ponder; lastly, it demonstrates the data of Tianjin and points out the system process. Only to break the obsolete idea, synthetically to consider each kind of correlation factor and to enforce the implement, the purpose can be come true.
