Research On Design And Implementation Of Innovation Mode On National Marine Science And Technology

Shandong province and Qingdao city is the important region where abundant resources of marine Science & Technology are placed since 1949.The region have main duty on the promotion of the abilities of state innovation and competition in the world on marine S&T, which can let our state walk further on the international oceanology. Since 1980's many combination of marine S&T resources have been tried, which don't succeed because of various natural and social and man-made factors, before the official design of National Research Center for Marine Science and Technology. Based on the marine resources in the world, marine resources in China and Shandong province, marine boundary and the advantages of Qingdao marine S&T, the paper dialectically analyze the factors between defeat and success on the innovation mode of national marine S&T. The analysis is from the direction of development and based on the changes and innovation of system and mechanism. In the mean time, the games of every interest group are also considered.National Research Center for Marine Science and Technology(Country lab on Marine Science&Technology) is a kind of national innovation system of marine S&T, which is initiated together by 5 national institutes located in Qingdao, which are Ocean University of China, Institute of Oceanology Chinese Academy of Sciences, The First Institute of Oceanography SOA, The Yellow Sea Fisheries Research Institute of Chinese Academy of Fishery Sciences and Qingdao Institute of Marine Geology. Based on their marine S&T advantages, it is organized by Shandong Province government and Qingdao City government and is supported by their superior departments. According to the demands of state and academic development, the center will construct integrated innovation system of marine S&T which is holden by preponderant resources of the 5 institutes. It will be shared platforms of good-sized science instruments, natural S&T resources, science data and literature of S&T. It also can be common service platform of S&T production changed to productivity, environmental platform of retiary marine S&T, the research center of marine S&T and international academic exchange, the center where high-level researchers gather and are trained. Its primary target is become one of 8 well-known research centers of marine S&T all over the world.
