Following the development of the market economy , the management consultation comes out as a new industry, despite the enormous business opportunities and development opportunities, but there are two main issues . First, the development of the industry is not standardized; Second, the competitiveness of management consulting enterprise is weak. So how to resolve these two issues, it has become an urgent task.The article is divided into four parts: The first part, introduce the theory background of management consulting. The second part, discusses from four perspectives on the development of China's management consulting industry in 2004, and management consulting industry on the regional distribution, service industries, business types in each of the characteristics displayed by the analysis, While pointing to the constraining factors and the development trend of management consulting industry in our country. The third part, the author attempts to stand on the perspective of the new institutional economics theory, and build up the framework of supply and demand of institutional arrangement, then give analysis on the development process of management consulting industry and identify the key issues, and finally giverecommendations for the management consulting industry ------how to create theexternal environment and conditions for development. Finally, articles tells from the four elements and two variable elements of Potter's "diamond theory", analyzes the presentation of management consulting industry and existing problems, and finallygive recommendations-------how to enhance the competitiveness of China'smanagement consulting industry .The innovations: the article combines the framework of supply and demand of institutional arrangement with Potter's "diamond theory" together. The analysis and recommendations of the former aim at creating an external environment and conditions for management consulting industry , but the latter aimed at solving " how to develop ". In short, the former is to solve the "rules", while The latter is to solve "development strategy ".
