Chinese small-and-medium banks have got much achievement at the beginning of economic reform, but now the lag and abnormality of institutional supply handicaps them. This paper is based on institutional change theory, beginning from the forced institutional change, for the purpose of analyzing particular institutional change of Chinese small-and-medium banks under the transition economy. This paper pointed out Chinese increment reform result in the principal status of "compulsive institutional changing", and some shortages of the compulsive institutional changing. Moreover, this paper contrasted China, U.S. and some transition states, concluding some experiences to find a better way for China's small-and-medium banks to develop.
