Social And Economic Effects Of Yulin Which Are Based On The General Equilibrium Models Of Cultivated Land Change

Cultivated land is the guarantee of grain production capacity, the root of foodsecurity, also is the foundation of the survival and development of human beings.However, with the development of industrialization and urbanization, it isunavoidable to take up some arable land. What’s more, with the rapidsocio-economic development, the contradiction between economic developmentand cultivated land protection becomes more and more obvious. How to coordinatethe relation between the control on cultivated land resources and the regionalsocio-economic development has become one hot issue on how to develop societyand economy scientifically.Based on the background, the paper mainly aims at bringing cultivated landfactors into social accounting matrix, constructing general equilibrium model ofcultivated land change, putting cultivated land protection into macro-economicsystem when it is researched, quantizing the correlation between cultivated landchange and socio-economy and at last putting forward to some cultivated landcontrol measures that can ensure food security and socio-economic development.The main contents of this paper are as follows, based on the background andthe study on development and application of CGE model, it discusses cultivatedland-economy system of Yulin city from production module, demand module andbalanced module, under the guidance of the general equilibrium theory, socialaccounting matrix, stainable development theory and related technology. Itconstructs social accounting matrix and general equilibrium model of cultivatedland change. Based on the data of2008, it works out the general equilibrium model.And by applying CGE model, it simulates out cultivated land-economy system ofYulin city in2015under three certain situations, and it deduces the changes ofcultivated land-economy system under given conditions. At last, it gives out somecultivated land control measures.According to contrast analysis, the paper points out that during the socio-economic development, the reasonable decrease in cultivated land isinevitable. It also indicates that through the leading role of agricultural enterprise,the adjustment of planting structure, increasing agricultural capital investment inYulin city，improving cultivated land environment and enlarging the proportion ofhigh quality of cultivated land, it can ensure the food security of Yulin city andpromote the harmonious development of society and economy in Yulin city.
