What's more I study the project cost and management of the foreign and domestic management of the construction cost for the analysis and comparison. On the basis of the front work, I pointed out that the current management problems of the project cost in several aspects, such as control legislation is not perfect and control process is not dynamic and complete, the quota design problems and the administrative intervention; and I focused on finding the reason which caused hydraulic and hydroelectric projects cost management problems. The reason lies on every stage, including preliminary decisions, engineering design, bidding, construction, and completion. It then came out that cost control at every stage of construction has ineffective factors; on the basis of the previous chapters, I put on some effective advices. Finally I used the case of Xiao Langdi Multipurpose Dam to verify the efficiency of the advices I have addressed above. Xiao Langdi Multipurpose Dam is based on the whole process of construction, which economizes 3.8 billion Yuan in the end.This paper has made a comprehensive analysis of China's hydraulic and hydroelectric projects cost control and the causes of the current situation, and finally suggests some effective ways to control the cost Through the Xiao Langdi Multipurpose Dam case which I took part in, I proved the practical effect of these recommendations. The powerful solutions used in Xiao Langdi Multipurpose Dam such as dynamic controlling in static investment and reasonable adjusting for the controlling of gross investment, which can be used by the controlling of investment in the modern hydraulic and hydroelectric projects for reference.
