Supplier Chain is around center enterprise, and it connects the supplier, the manufactory, the tradesman, the retailer and the consumer in the end to form a whole mode of functional chain construction through the information flow, logistics, and funds flow. After the globalization of manufacturing industry, Supplier Chain Management (SCM) was formed in the trend of enterprises grouping and internationalized. SCM has been used extensively recently because of its high agility, low production cost and short production cycle.And it's becoming one of important management modes this century. As one of important content in the SCM, Purchasing Management (PM) is a bridge that connects the raw materials and the half-finished products in the field of exchange of production and cooperation, and it promotes the relationship of the production requirement and materials supply. PM based on the SCM is an important approach of making resource decision and improving core competition, and it's also the important segment to gain"the third profit resource". The effective implementation of this management model will be helpful for enterprises to build up the good cooperative relationship with suppliers, reduce cost and stock, respond the requirement of the customer, and increase the accuracy of forecasting and the efficiency of the whole supplier chain.
