At this stage, the location of SHSASAC is mainly on basic principle, we need to improve and perfect it in practice.To achieve effective supervision is the main question of protect and increase the value of state-owned assets, and financial supervization is the keypoint in state-own asssets supervision. So how to realize effectinve financial supervize under the new state-own assets supervise and administrate institution system is a urgent problem to solve.Base on this,the paper analysis the new situation of the state-owned assets supervision and administration institution,assume that state being the share holder of state-owned assets, research the question of how to creat effectiv financial supervisation institution.
