Harbin as one of the old industrial base of the northeast, the size and efficiency of thestate economy plays a dominant role in the city’s national economy, the adjustment andimprovement of the state-owned assets supervision and administration is a long-term andarduous task. In recent years, based on the work of the Harbin municipal SASAC activelycarry out supervision of state-owned assets and specialized work, enrich the content ofsupervision and administration, and accumulated experience. While affirming theachievements, we are still faced with many urgent problems which are need to study andsolve, therefore, perfecting the supervision and administration system of the state-ownedassets, to innovating ways and methods of the state-owned assets supervision andadministration of enterprise, are currently important subjects in the aspect of practicalexploration and the field of the state-owned assets supervision and administration of theHarbin municipal SASAC.The purpose of writing this article is:to link developement of State-owned enterprises inHarbin with practice and to study local state-owned enterprises supervision theory.Throughthe description of present situation of Harbin municipal SASAC, this article dwell on thesystem of state-owned assets supervision and administration of the Harbin municipal SASAC,and make a detailed analysis on the prominent problems in the supervision and administrationof state-owned enterprises in Harbin. Meanwhile, the thesis uses graphics, tables, and othermethods of data to analyze the reasons for the problem. Finally, this paper concludedthat:from the operating budget management, performance appraisal, supervision of the boardof supervisors, the paper puts some strategies and measures in three ways to perfects thestate-owned assets supervision and administration of state-owned assets supervision work inHarbin, and in order to provides reference for the development of local state-owned economicand also to the supervision and management work.
