Study On Public Policy's Directions On Shanghai Service Industry Location

Traditional theory on location study thought industry location is the consequence of economy's influence. While in the governance theory in public administration, government's role was redesigned. Government's directions impact in economy was emphasized. In this theory, they believe different public policy's can be used to guide the proper distribution of service industry. Based on this, we select public policy's guidance as the approach to study the location of Shanghai service industry.In this article, we start our research from two ways through which public policy can have an influence on location, one is economic factor , the other is governmental factor. Then based on the data from unit information investigation and the 1st economy investigation which conducted by Shanghai municipal government in 1996, 2001 and 2004, we try to figure out main problems in distribution of shanghai service industry by using Spatial Gini coefficient and location coefficient analysis. From the study on Shanghai public policy on service industry, we discover main causes of the problems we list before.Then we change our study approach to the enterprises.
