A Study On The Government Regulation Of Urban House Construction

This dissertation is on government regulation of urban house construction. Retrospect the history of urban house reformation in China, the supply of housing in the city has been going through a market-oriented process. Market-oriented reformation largely meliorated the scarcity of house in the city, whereas, there are a series of new problems which is going with the development of house industry: the increase of house price, the unbalance of the house supply structure, the quality issue ect. Apparently, the failure of the market requires the regulation of government. It is needed reserving some power of regulation in house industry especially in the house construction tache, since house construction is the most basic and important step in the whole process of house supply. In my opinion, considering the regulation behavior on the side of house construction is meaningful for seeking the proper role of government in house industry and the right development approaches of house industry.The Introduction mainly reviews the literatures related to this dissertation. Chapter 2 analyses the reasons of regulation on urban house construction and plots out the bound of regulation on urban house construction. From chapter 3 to chapter 5,the discussion basically accords to the bound of regulation on urban house construction which includes five aspacts:1.Regulation on the utilization of glebe in the house construction;2. Regulation on house quality;3.Regulation on the quantity of the house developers;4. Regulation on the profit margin of the house developers;5. Regulation on the economical and appropriate housing construction.The main viewpoint of this article is that the regulation is necessary in urban house construction, but the regulation measures and contents should adjust according to the actual conditions. Loosen the regulation if it is capable and possible, or else, try to optimize the regulation measures to increase the regulation efficiency. Only do like this, it can push the whole house industry in a healthy and fast development orbit.
