The Study Of Local Government Regulation Of Food Security Problem

Today, food safety has become increasingly the focus of attention. Everyone involvs in food safety, the health and even life safety, and therefore, any and all individuals can not and will not stay. Food security crises not only endanger people's health and lives, but also have a bearing on economic and social development and stability, and even affect the social and public confidence in the Government.This paper focuses on the social problems of food security, and starts with the market failure and responsibilities of the government, then it leads to government regulation of food safety issues. It describes the different historical periods in food safety regulation of the main as well as the performance of the existing problems. This article has chosen a classic case of the milk powder's problem of Fuyang, and described the performance of local government regulations, and from the theoretical and practical view, we can see the reasons of the failure of the local government regulation, that's protectionism of local government. Finally, from Western developed countries we can learn from the successful experience of government regulation. We can build the rule of law, set up the institutions, change the government's functions, establish the system of accessing, the system of standard, the system of information disclosure, the system and the administrative accountability system, as well as enhance the function of the trade associations to improve the local government food safety regulation.
