Since the GFMIS (Government Fiscal Management Information System) was started up formally in the year of 2002 by Ministry of finance, the government fiscal management information works have been developed, the fiscal reforms have been deepened and the fiscal management level been improved. But there are some factors that limit the development of GFMIS such as each does things in his own way, isolated information island, safety-hidden trouble. In order to the development of public finance, it is necessary to confirm the GFMIS. The purpose of the dissertation is to discuss the measures of how to confirm the GFMIS.This dissertation consists of three chapters:ChapterⅠIntroduction on the GFMIS development. This chapter introduces the connotation and structure of the GFMIS, analyses the mainly characteristic of its, describes its implements and applications and points out the shortcomings of its development.ChapterⅡThe theory argumentation and empirical study of the GFMIS conformity. For the theory argumentation, this chapter introduces the Nolan Model and applies the model to analyze the different steps of the GFMIS and its development in the future. On the other hand, for the empirical study of the GFMIS conformity feasibility, the chapter also introduces the experiences and revelations of the GFMIS's application in England and Sweden.ChapterⅢThe suggestions of the GFMIS conformity. This chapter expatiates the concept of the GFMIS conformity and analyses its premises, which collect the data and confirm the GFMIS should under the frame of E- Government construct and combine with the theory of government procedure reconstruct. This chapter also brings forward the suggestions and objective of confirming the fiscal business, constructing the network resource platform and explains the function modules in the system.
