But compared to other e-government project, GFMIS has a lot of problems. It is not on schedule to complete the planning objectives. The construction is slow, especially in the grassroots financial department. As finance is an important department, many reasons lead to it slowly building, such as legislation lags behind, the lack of supervision. In the perspective of public management, the grass-roots finance departments are Inefficiency and bureaucracy. Their information construction received interference. The construction of the application system of Finance, network construction and operation & maintenance system are three aspects of GFMIS. Lag construction of the application system of Finance is the main problem. This research is based on the Tongshan District Finance Bureau was modeled. The authors found that in the seamless government theory, the grass-roots finance have on GFMIS to a strategic level. It can make the financial sector more efficient, scientific and refined.
