The global wave of information technology has brought opportunities and challenges for China's economic and social development and government administration,so it's becoming particularlly important that how to use the information technology to improve the administrative efficiency in the government management.Based on this,the central government put forward the "electronic government" requirements and objectives,with "twelve gold" projects furtherly extended to open.Since 1999,the central finance beaureau began to establish the“GFMIS”(Government Finance Management Information System).At the beginning of 2002,it's renamed by “GFMIS”,one of the twelve key projects of national e-government.Since the beginning of this century,the GFMIS has made great progress and has been continuing to improve themselves.Now the “GFMIS”has cowered budget management,treasury centralized payment,government procurement,business card management and other functional modules,and has been widely applied in the national scope,which provides technical support for improving the level of financial management.However,many of the problems have encountered during the development of GFMIS,so we need to study and solve them.Therefore,it is of great theoretical and practical significance to analyze the problems encountered in the development of the “GFMIS”.In this paper,tightly combined with my own actual work,I try to explain the concept,function and characteristics of GFMIS,and try to make some research from the aspects of the GFMIS and public finance,engineering practice of my own city,budget performance management,centralized treasury payment.I will analyse the problems appearing in the development process of the GFMIS,and put forward some reasonable suggestions.The article is divided into five parts.
