In recent years, the theory of new public administration is gradually accepted and popular. In accordance with the principle of "do something and refrain from doing other things", different levels of China's administration are redefining their own roles. Government monopoly in some areas of municipal infrastructure has been abandoned and, more and more private companies have taken part in those sections and made great progress. However, as part of municipal works, the construction and management of city parks is still a government monopoly.There exist a lot of disadvantages of the statues quo of city parks: capitals in short supply, underdevelopment of infrastructure, bad service and mismanagement. According the theories of public administration, city parks are para-public goods. The practices of Western countries' encouraging private investment in municipal infrastructure could be a realistic reference for us to resolve the problems of city parks.This thesis takes Wenzhou as an example to analyze its natural resources, policy conditions, consumers and investors. It concludes that the city is ready for attracting private investment in city parks and financing in the capital market is feasible. The thesis also introduces the direct and indirect government supply mode of city parks. After expatiating on three patterns of financing for city parks, i.e. BOT, PPP and TOT, the thesis creates different patterns of management. Each pattern of management is also explained from three aspects of profitability, productivity of public goods and validity of supervision.
