Study Of Assets Management Of Franchised Operation Of Sewage Plant

The enormous investment of city sewage treatment is far beyond the bounds of government's financial power. It is necessary to reform the investment system of traditional sewage treatment utilities and introduce franchised operation. This paper comprising three parts is focusing on assets management of franchised operation of sewage plant:In the first part, the author introduces the status quo and problems of sewage treatment utilities of china and analyzes the cause for those problems, points out franchise operation is an effective means to broaden financing channel and raise operation efficiency.Following that, the author gives a great emphasis on assets management of different phases of BOT/TOT. In the building phase of BOT, the quality management, schedule management, investment management and complete management of project construction are of great importance. In the transfer phase of TOT, some key factors such as the land usufruct management, the debt management, etc. related to the price of sewage treatment service should be paid most attention to. When the franchised operation is expired, government should evaluate the sewage plant which will be transferred back. A fuzzy comprehensive evaluation model is presented and the procedure of transfer is expatiated in this paper.In the end, this paper analyzes the key factor's influence on the price of sewage treatment service in the transfer phase of TOT through a case studying.
