Nowadays, franchised operation is more and more widely carried out in the municipal sewage treatment, which includes several modes such as BOT, TOT or commitment operation. By means of public bidding, all kinds of investors can be invited into sewage treatment industry. This paper mainly focuses on the study of service management of municipal sewage plant after it has implemented the franchised operation.Firstly, through referring to the price modes of overseas sewage plant based on franchised operation, it can be drawn out that there are two essential factors which influence the price mode: supply-demand relationship and cost. Based on analyzing the influence extent of these two factors to price mode, a type of price mode is formulated as the service model suitable for domestic sewage plant. Once this price model is put into practice, three policy targets of price regulation can be reached: achieving social distribution, stimulating productive efficiency and maintaining development potential of sewage plant.Secondly, aiming at the necessity of government quality regulation on the municipal sewage plant, agent theory between the government and quality regulation organization is introduced. Besides, game theory between quality regulation organization and sewage plant is also built up. On the basis of these theories, several suggestions are put forward about how to regulate municipal sewage plant efficiently. Finally, this paper shows the demonstration research on a sewage plant project located in Meitan County, Guizhou Province. This demonstration research mainly includes three sections: the establishment of price mode, the measurement of sewage quantity and the regulation of service quality. Furthermore, this paper gives an economic evaluation about the sewage plant project.
