The Study On Franchised Operation Of Sewage Treatment Plant

The concentrated treatment of municipal sewage is one of the basic services thatthe public needs. Great progress has been made for 50 years in this industry in ourcountry. However, it is difficult to meet public needs of sewage treatment increasinglyday by day, because the construction and operation of municipal sewage treatmentfacilities depends on financial funds at all times in our country. Especially the fasteconomic development in recent years makes this contradiction sharpened further. Sohow to solve it becomes the difficult problem in front of government.On the basis of consulting the experience of foreign franchised operation andcombining the domestic conditions, the paper puts forward an effective managementsystem by introducing franchised operation into sewage treatment, in order to solvelots of problems in this industry. This paper explains modes of franchised operationand how to authorize franchise to investors, and utilizes grey analytical hierarchyprocess to set up a tender evaluation model. Firstly, technological scheme, operationand financial scheme, financing scheme, legal scheme, and personnel andorganization scheme are appraised;secondly, every bidder price is appraised, and thereasonable lowest price will win. With an example of Huaian sewage treatmentproject, how to comprehensively appraise and select the bid winner is demonstrated.Assets management and service management after franchise authorized are alsostudied. The assets management includes ways of obtaining land, how to managementand supervise construction of sewage treatment plant by government, and the methodsof transfer after the franchise expiring. In service management, this paper bringsforward responsibilities and rights of government and project company in period offranchised operation, punishment when the project company breaks the contract, andadjustment of sewage treatment price, in order to guarantee a smooth operation and ahappy ending of project, and realize investor profited, government satisfied and userbenefited.
