The performance theory has been used for several centuries to evaluate the performance. The theory system is quite complete and the research methods are constantly emerging. As the performance theory is based on "the data", for a long term it is considered as the critical indicator of business success. Since the 1980s, the enterprise capability theory appeared which attracted great attention and became the main research subject of strategy management. The ability scholars believe the capability theory well explains the reason of different performance, thus it gets more attention then the performance theory.Many methods are used in the evaluation of enterprise capability: the AHP(analytic hierarchy process), the fuzzy method , gray analysis as well as the DEA (data envelopment analysis). All these methods have certain limitation. First, the existing models are not practical. The relation between the capability and the performance are ignored. Next, no one noticed the influence of enterprise environment. In fact, from the ability to the performance, the external environment function is always affecting the process. Once more, in result of the limitation of methods, the existing model can not evaluate the capability of the enterprises from different industries.In this paper, a model reflecting the relationship of enterprise capability and performance is established. The model based on the assumptions below. First, the capability is determinant of the performance level. Next, the performance reflects the capability level. The model mainly carries on from three aspects, real capability value, performance value as well as capability exerting degree. In this thesis, the concept of"enterprise capability evaluation"is proposed. The enterprise capability and the enterprise performance are closely connected, and the new enterprise capability evaluate system is established; Considered the influence of the external environment, the capability exerting degree concept is proposed.It makes a case study on the model. The result shows that the evaluating model and system put forward in this study is effective, accessible and satisfactory with an important practical value.
