Metropolises are the important international political, economical and the cultural center. They are also the most vulnerable regions that different types of city crises outbreak frequently. There are 667 cities in Our country at present, the urban population has surpassed 400,000,000. 60%-80% of the GDP is produced by urban. As a city government, The most important strategic choice to deal with the crisis is to establish a set of perfect city crisis management mechanism. New York, London and Tokyo are all Metropolises in foreign countries. Their Crisis Management Mechanisms have model significance for Shanghai.The thesis includes four sections and ten chapters.Section one is the introduction of some related concepts. First, I introduced the definition of crisis management and the theory of Crisis Management Mechanisms in Metropolises. Then I explained why I choose that three Metropolises as cases.Section two is the statical comparison of crisis management mechanisms of New York, London and Tokyo.Section three is the dynamical comparison of crisis Management Mechanisms of New York, London and Tokyo. In the case of "9·11" events, London subway explosion and "Gb nerve agent" in Tokyo.Section four is the elaboration of the model significance for Shanghai.
