Research On The Mode Of Electricity Universal Service Fund Operation

This paper is a study on the fund operation mode from financing mode and operation mode perspectives. Based on the study on the financing property and financing channel's present states of electric power universal service domestic and abroad, it provides three successful financing modes. According to the operation mode and fund demand levels of future electric power universal service, this paper provides three fund operation modes: accreditation PPP mode, fund BOOT mode and future fund electricity price mixed mode. It also further analyzes some problems on state control, market expansion and electric power supervision brought by fund electricity price mixed mode. Taking Shanxi province as an example, this paper validates the feasibility of these modes.
