Currently governments and electric grid enterprises at varies levels have gained great achievement during the course of improving and implementing DSM, but there also exist a lot of barriers, a most important one of which is that there isn't a set of theory, method and model for fixing on the input cost of implementing DSM, in order to guarantee implementing and improving DSM and build up long effect mechanism of DSM.Based on potential analysis of electricity saving, load optimizing, and environment protecting in implementing DSM, this paper analyze the benefit in implementing DSM, and on the comparison of investments between electricity generating side and demand side, constitute an input cost model of implementing DSM for evaluating and calculating the input cost, which provides a reasonable standard for fixing on the fund input in implementing DSM and establish firm fund basis for guarantee improving and implementing DSM and build up long effect mechanism about implementing DSM.
