Research Of Implementation And Evaluation Mechanism Of Power Demand Side

Power demand side management(referred to as DSM)is a kind of advanced management method which optimize the operated power system and improve the utilization efficiency of electric resource.Without considering the time value of capital,considering the power plant,the Power Grid Corp,the power users,social interests of all parties concerned,By means of establishing the DSM evaluation index system and the cost benefit analysis model,comprehensive evalution of the effectiveness of DSM implementation had achieved.Research shows that the evaluation mechanism of DSM which withdraw funds based on generation side and charge the system benefits is conducive to the promotion of DSM in China’s power industry,which also has huge on energy-saving potential.The DSM by leading social order to save electricity,thus helps to improve the efficiency of the use of its equipment,electric power enterprises to maintain the order of the utilization,reduced emissions of carbon dioxide and other pollutants,is conducive to protect the environment,promote the building of a resource-conserving and environment-friendly society.Implementing power demand side management mainly include measures,such as economy,technology and administrative means,power plants,power grid enterprises and users,society and other stakeholders actively adapt to the demand side management.Set up perfect evaluation system and clear the DSM evaluation index is indispensable for implementing power demand side evaluation mechanism of the premise and foundation,Mainly include the analytic hierarchy process(ahp),fuzzy analytic hierarchy process(ahp),layered determine the relative important weight of each layer,the relative important weights,the resulting solution layer on electric power demand side management.It can be found for different users that we get the corresponding index weight by calculation,can get index evaluation on the implementation of power demand side management.For big users of the nature of public service,such as the subway and high-speed rail,aviation and other state-owned enterprises,they both countries relevant subsidy of funds,also has its own operating profit。so they are admiral to participate in the enthusiasm of the DSM,and for general mainly for-profit big user,big users consider to DSM expectations are benefit as the main goal.In this paper,starting from the present situation of demand side management in China,based on the relevant theory of domestic and foreign research,first introduced the fuzzy analytic hierarchy process(ahp),to evaluate index layer analysis.To implement DSM in our country,the next step we also need to establish a long-term effective management mechanism of DSM,and build a more perfect various project evaluation method and system.
