Within the framework of Potter's value chain theory, based on an analysis of the running-mode flowing process of the highway process, this study was aimed to build an entrepreneurial chain model, an industrial chain model, and a virtual chain model. Meanwhile, the author analyzed the inner- and interrelationships among the three aforementioned value chains, examined the constitution of the chains, and assessed the advantages and disadvantages of them in management. The author further explored the efficiency of current value chains of highway business, and revealed factors impeding the development of enterprises. At the end, the author combined modern management theories and methodologies, and offered suggestions for optimizing the value chain of highway businesses from the following perspectives: business regrouping and renovating based on the value chain, promoting outsourcing based on decomposing the value chain, forming strategic allies, and encouraging development of virtual organizations.Through an analysis of optimizing the value chain of highway businesses, this study provided insight to issues such as business flowing process and competence orientation, and, hence, offered valuable advices for the formation of core competence and the improvement of competitive advantages.
