globalization, information technology, urbanization are sweeping the globe. The spread rate of crisis speeds up with information technology, and crisis has become a normal state in this society, and urbanization has resulted in more vulnerable urban systems. China has entered into a period of the frequent urban crises. Various crises are threatening city's development and people's life and property; as a result the situation of crisis management is very grim. In China, the city crisis management is facing many problems and difficulties; the traditional mode of crisis management hindered the development of China's urban crisis management.Combine the concept of service-oriented government, and establish a new concept of people-oriented urban crisis management and strengthen crisis prevention and early warning, achieve information public, improve relevant laws and regulations of city crisis management, establish city crisis remedy system of full participation, set up a scientific and efficient decision-making mechanism, raise the city crisis management scientifically, pay attention to the aftermath of crisis management, reduce disaster on the basis of science and technology, employ modern science and technology to overcome the crisis, strengthen cooperation with international organizations, international exchanges and cooperation, strengthen the accountability check of crisis, and build a responsible government. Reduce the risk of urban development, build new city crisis management modes and raise the level of crisis management.Specifically, the text is divided into five parts:The first part analyzes the consequences of globalization and the type and the characteristics of city crisis, and elucidates the tremendous hazard of city crisis. This will play an active role to raise awareness of city crisis and formulate plans of crisis.The second part analyzes the situations of theoretical study of the current city crisis management and practice and experience of city crisis management of Western developed countries. This would provide a valuable reference for China's city crisis theory and implementation.The third Part describes the current problems and management difficulties of city crisis, lacking sufficient understanding and lagging concept, Impeded information, non-transparency, legal deficiencies, lacking organizational protection and so on. The traditional crisis management mode of the government with control oriented hindered the development of Chinese city crisis management.The fourth part proposes solutions to problems. It proposed to combine the idea of a service-oriented government, establish a people-centered concept of the new urban crisis management, set up the prevention and early warning system, build a predictive government; open the information and build information transparent government, constitute and improve related laws and regulations in city crisis management, establish the city crisis saving system with participation by the whole society, establish a scientific and efficient decision-making mechanism, manage the crisis treatment, overcome crisis with modern science and technology, enhance international cooperation, establish a cooperative system to answer crisis by international community, strengthen accountability and responsibility, build responsible government.The fifth part made a conclusion for the whole text, which indicates that our country has entered into a period of frequent urban crises, and various crises are threatening the city's development and people's lives and property safety. Reduce the risk of urban development, construct new mode of city crisis management cities, and improve the level of city crisis management.
