Research On Service-oriented Customs In The Perspective Of Adm Inistrative Guidance

The economic globalization puts forward up-to-date demands and higher standards on the service capacity and public administration level of governments.China is also promoting the construction of service-oriented government.The construction of service-oriented customs is not only an important part of the service-oriented government construction process,but also the developing direction of the customs reform.As an administrative paradigm broadly employed by the governments around the world,administrative guidance has been widely used in various fields of public administration in China.From the perspective of administrative guidance,this paper introduces the basic theories of administrative guidance and the service-oriented customs,laying a theoretical foundation for the writing of the article.Then,on the practical level,taking the United States,Japan and UK as examples,this paper introduces the basic situation of foreign customs administrative guidance,and probes into the enlightment of the experience of foreign customs administrative guidance on the service-oriented customs construction in China.Taking Hohhot Customs as example,this paper introduces the basic circumstances of service-oriented customs construction in China,analyzes the specific application and dilemma of administrative guidance in the service-oriented customs construction.Based on the above theoretical and practical research,the article finally proposes the path and countermeasures of the enhancement of the service-oriented customs construction.
